I know you didn't ask me, but no I would strongly disagree that ISIL is a result of American foreign policy, even though everyone claims this is the case. That group specifically is an indirect result, but terrorist Islamist groups are going to form without any need for some extra cause because that is the nature of the religion. How many violent Islamist organizations are there currently, and how many have there been throughout history? To put the blame on America is to ignore the history of Islam.
You will never eradicate Muslim radicals, period, unless you reform (or eliminate, but that is not a morally acceptable option) the very core of the religion. And we all know religious reformations are no easy task.
