I don't think this is intentional. The European mind is twisted with guilt and self-loathing. Multiculturalism is a cult that prizes the "other" to the detriment of the West. The particularity of Western culture must give way to the particularities of third world nations. Europe currently is kinda a cluster muck anyways in terms of assimilation of peoples I don't see how this is really going to make it that much worse.
It's like having moldy bread get 10% more moldy doesn't really make a difference in terms of how good the bread is cause it's still moldy.

Honestly they should just ship them to the US as we seem to be more then willing to take anyone from anywhere.
