No, because states aren't as homogeneous as cities are.
Cities are about the smallest subsection that you can find statistics for as to whether they lean Democratic or Republican.
Likewise true for murders per capita, Which are the two things people in this thread, are trying to compare.

What if governors from one political party can pass laws that primarily affect life in high density areas controlled by the other party? If it was dem mayors policies, why wouldn't dem mayors in blue states have worse outcomes?
