It's more nuanced than "letting non-citizens vote." I believe the bill has a stipulation that only applies to people who have an established residence in DC for 3+ years, & are documented & legally present in the district. That...I don't have a problem with. A general law that allows all illegal immigrants the ability to vote would be stupid, however this isn't that.

You can just apply that to permanent residents and Citizens.
Apart from those, I don't think non holders of Permanent Residency or Citizenship should vote.

That is my view.

This is not whitetrash Kentucky. These representatives probably have alot of installed, working, migrants in their district since years. They just securize/consolidate the partisanship, even if they know it will not pass.

Yes , the United States have been doing it for the longest time to other countries.
Lobbies, NED, etc etc.

Other countries will be doing the same thing back and have been doing it.

And depending on what you mean by hostile. I will look at it more like interests..
At times , interest groups will influence not just elections but congress and lawmakers to push for laws that are detrimental to the citizens or the environment.

Well if there is one world government with no borders or jurisdictions of any kind and you could travel, live and work anywhere you wanted without any restrictions sure this might work. But you are applying that logic with an imaginary place in your head to the real world.

Just at the top of my head China sends millions of workers to a state or a small country to work and live prior to election creates overwhelming majority for their puppet leader then goes to a different country. What could possibly go wrong?

There would, of course, be the necessary guidelines in place to prevent the very thing you're talking about. Oftentimes these proposals are accompanied by stipulations that say that those eligible would only be those who have documented establishment, usually 1 year or more, before these kinds of proposals would be applicable to them.
