Well, yes, sure, Biden is giving the far-left some sugar with symbolic actions while ignoring or significantly watering down their policy proposals. It's just that even these symbolic actions have tangible effects further down the road.
Normalizing stuff like "anyone but black women don't even need to apply for my SCOTUS pick/VP slot" is undermining meritocracy. Stuff like climate reparations might seem symbolic now, but will put significant pressure on future administrations. Suggesting $3 trillion spending bills, secretly hoping they get watered down in Congress instead of publicly shutting them down right away, normalizes these kinds of spending sprees. Essentially labeling a significant share of the entire country as enemies of the state sets a really dangerous precedent. And so on and forth.
tokenizing minorities doesn't meaningfully undermine meritocracy. it happens all of the time. and the next potus will swing the pendulum back and appoint the whitest ivy league born rich people they can find. even stevens.
as to the depending on congress to water down proposals that's just modern politics. POTUS signals in campaign that the times they are a changin. then they toss out a few pipe dreams, and they get watered down. this was trump's wall, this was trump's promise to fix insurance, fix corruption, etc. Barack did the same. meanwhile they operate unilaterally under executive orders.
the scotus specifically has been not a meritocracy in pure form for a while. do you hate abortion but agree to say in public you dont? good, you're in. i dont hate any of trumps appts too badly, but lets not pretend they were literally the most qualified person in the nation.
