Seems pretty straight forward.
One of the consequences of an open border is the free flow of high lethality substances like fentanyl.
If the effect of that on pennsylvania ranks 3rd of 50, then they are highly impacted by an uncontrolled border.
It would be a figure of speech so say it has become a "border state" if defining that term by how it has been impacted by an open border.

It doesnt seem like the logical explanation to assume racism, although i'm aware that has become a favorite tactic by some in the era of race marxism.

the fact that Stutterman wasn't replaced as a candidate is sad. His own party is using him as a sympathy case to get votes over a reality TV bozo. what a mess.

Again, he said it right in his quote, that the porous border has spread its effects to every state instead of just those physically on the border, and his state has in effect become a border state due to the huge influx of narcotics flowing across the border and into PA
not sure why you're hung up on such an incredibly simple rhetorical point being made, especially when you had to actually watch the explanation of it to carve out the quote
