Are both parties fueling the fans of racial conflict to rile up their respective bases? Yes, they sure are.

The "summer of BLM" in 2020 drove minority turnout and caused college-educated suburbanites as well as corporate America to fully turn on Trump once and for all. There was some countermovement in minority-heavy inner city districts which bore the brunt of the rioting and destruction, but overall, it was a big net positive for Democrats. Considering that Trump only needed 0.63% movement in his direction to win reelection, chances are high that Trump would still be president without these events.
