So this might shock you, but most organizations including governments don't just have a pile of money on hand to deal with unexpected expenses. Border states like Texas can allocate money to help with expected migrant arrivals, but it generally isn't a budget item for a Midwestern state not on the border.

The federal government literally fills that roll with allocated money, but you need to declare an emergency to unlock FEMA funds.
