My state is very conservative and here in order to get a CCDW permit you have to go through classroom training, a range component/qualification and background check. Additionally the state police check your background every couple of months to ensure you haven't been charged with something which would disqualify you from holding that permit. I imagine that NY or IL or Cal would have similar if not stricter requirements plus they have a working list of gun owners.

The only thing this ruling is really going to do is turn the select few "may issue" states into "shall issue" states. This simply means more people will be licensed to carry concealed.

Allright so goth is simply greaty exaggerating some kind of "victory" against guns restrictions to the disabled.

It's still a big victory, because it means we have the right clarified that it's not just for defense in the home. Anyone who can pass the background checks and other preconditions can get a permit to carry (concealed) in public wherever they choose.
