If you were to actually go down the self-defence rabbit hole, it's probably by far the best home defence weapon. Most people can't shoot, so a 00 Buck is probably going to hit fired down a hallway or in a mid size room as long as the guns pointing in the general area of the intruder.
Under current Canadian laws you cant carry around a handgun concealed or not so C-21 does not impact your ability to carry a gun on the streets anyway by banning handguns. For vehicles all guns must be unloaded, out of display in a locked compartment or trunk AND you need to get an authorization to transport a restricted firearm (like a handgun) prior to even being able to travel with it.
C-21 ultimately has no impact on self-defence when you consider current laws in place anyway.
