I don't think defining the identity of large groups of humans should be done by imprecise rule of thumb buy that's just me.

Because it is not meant to be the end of all discussions regarding the identification of large group of humans.. It's simply a generalized characteristic that applies to most and is good enough from a practical standpoint.
