Locking everyone down, outlawing protests and gatherings (but not enforcing it for their political allies), requiring masks, restricting public transportation, consciously relocating polling sites away from senior care centers, in some areas closing down in-person voting entirely, and of course the overwhelming fearmongering. Yet at the same time, greatly expanding mail-in voting and allowing people to mail-in ballots without witnesses or in states with excuse-only permission.
These measures all favored the democratic party in obvious ways. It suppressed their opposition while maintaining their own voting base. They knew that mail-in voting favored democrats and in-person voting favored republicans, and the result was 71% of votes by mail vs in-person, with the mail/early vote going 58% to Biden and the in-person vote going 65% to Trump.
The election was close enough that we can say pretty handily that without the lockdown measures, Trump would have won.
