Well start by asking the most obvious questions like why did the shooter commit the crime. Are they unhappy, crazy, did voices whisper in his ear? Can you or society do anything to prevent that. Would it even help to have background checks.
Ask some questions first determine from there.
Solving problems requires identifying them first and exploring options. Weighing up pros and cons then applying most appropriate remedy
