I think its a prime example of crony capitalism aka bribery. Regulations are passed by the corrupt which allows the exploitation of the people. The problem has never been the cost of building a desalination plant, it's that desalination is an economical last resort due to the energy intensity.
Once renewables are an overwhelming part of the grid it might be viable, but right now it isn't.

you cant supply an industrial nation with so called renewables
in the long run entire landscapes, the local climate can be changed with enough water like in israel
they so have so much water thanks to desalination, they turned wasteland into agriculture, are filling up lakes and rivers and selling some to jordan on top
I remember when I thought nuclear plants pumped nuclear waste into the air, then I did some research and learned that it's the steam as nuclear power is basically super-power-hydro-electric. The reactions create so much heat that water is used to A: Not go into meltdown and B: funnel that evaporating water through turbines released as steam. Yup! Renewable is good. Not great, good. I also saw a story about how there's nations in Africa who have been extending a forest line to prevent the Sahara from spreading which also will yield cooler temperatures and increase water formation. I listen to a podcast about home building and one talking point was that removing all the "green lawns" actually raises the temperature of the surrounding area, thus reducing the water through evaporation. Foliage doesn't just need water, it produces it through environmental interactions.
