Sanctions are a great way to make sure the target of sanctions doubles down on whatever they were sanctioned over. They do occasionally work, but never against an economic or military power of significance. Whenever deployed against such a nation, it hurts the sanctioner as much as the sanctionee, and everyone in a position of leadership in a nation knows it. It's a way to mollify the masses. To pretend to punish an adversary without having to risk lives so the people stop or simply never start demanding military action.

Putins war crimes costs him around 15 billion per day. Money Putin can't afford. Soon Russia will go from being a second world country to a third world dump

The morality of Russia's actions aren't relevant to Russia's legitimate security concerns. I don't support Russia's actions, but I do understand them and the motivations behind them.
