Its not a global rehab program, its a bail fund that pays the bail costs of minnesota criminals, even if they are violent rapists and attempted murderers. Which was the case with some notable bail fund recipients who went on to terrorize / murder people. For example, Christopher Boswell, a serial rapist who liked to kidnap children and drag them into his vehicle and rape them, then when trying to murder one of his victims she jumped from the moving vehicle to escape and led to his arrest. The court set a $350,000 bail on the understanding it would keep him locked up since neither had that kind of money nor could ever secure a bail bond, but the Minnesota Freedom Fund jumped into action and got this serial rapist back on the streets. Where he promptly kidnapped and raped another person, stole a gun and tried to murder a woman.
