No offense, but I think you overestimate the impact social services can have. A big chunk of both the drug dealers and addicts in Paris are completely and utterly hopeless cases. Drawing these figures into the inner city will create a crime hotspot and no amount of policing or social services will be able to keep it at bay.

Social services as they currently exist are insufficient in their ability to meet the need--and that's the case at-large and independent of this new Paris plan. A substantial bolstering to social services + other social investments will be required, and really, are already required.
