Hard to say what's actually driving it. We had a lot of companies cut production in 2020-2021 as demand went down. These things are usually more complicated than "Biden made supply go down" and I don't know enough about the oil market to say one way or the other honestly.

Shutting down the pipelines and sucking OPEC's weiner hasn't helped. America needs to become more self reliant.

There is already an oversupply on the market and the price of oil keeps dropping. You don't see it at the pump because capitalists prefer making profit.
