The police officer detains two individuals for an unambiguously legal act, and basically gets off scott free. I'm confident that I'm within 20 miles of these officers at any given time, since I live in the St. Louis metro area, and it's concerning that my local police can do such blatantly illegal things without reprecussions.
Reasonable suspicion is always subjective - that's why we have a court of law to parse out the facts.
Did these cops abuse their authority? Not really - if I see some sketchy looking kid in a hoodie is roaming around a building I work at, I want to know what he's up to, as well. I think that constitutes reasonable suspicion and if a cop stopped me for doing the same thing, I would be perfectly happy to explain why I was there and what my purpose was - without needing to be handcuffed.
What we have here is simply another case of idiot kids with an attitude problem letting things escalate too far, just because they have more hormones than brains.
