The president can issue EO's for anything to control the Executive Branch of Government (not Judicial, not Legislative). The Entire Military, and Homeland Security (which includes most police, border control, ICE, FEMA, etc), and the CIA, and the FBI, are all under the executive Branch.
in fact the President is the Commander in Chief of the Military.
He doesnt even need executive orders to tell the Military what to do. What he needs is the legislative branch to assist with funding and also the Military needs to follow the rules set by the Judicial Branch, although the Military does have its own internal Judicial Branch completely set up.
Although The EO's are the same effect as laws, since they are not passed through the legislative branch there are certain limits of what the President can pass only as to what isn't controlled by the Legislative branch. So Usually that means that the President can't make executive orders that directly affect or become a state and local law.
