Peter Robb was appointed November 17, 2017. He is the only general counsel of the NLRB to ever to be fired by a president.
Sharon Fast Gustafson was confirmed as the EEOC’s general counsel in August 2019
Roger Severino was the former Director, U.S. Department of Health and Human Services Office of Civil Rights, which he was appointed to in January 2017. He was appointed to the non-partisan Council of the Administrative Conference of the United States (ACUS) late in President Trump’s term
So one out of three fit your description (slightly better than your average marks during school) and the one that does is a minority and a son of first-generation immigrants.
