The price of oil changes based on where you dig for it. One reason why middle eastern oil is cheaper is because you dont have stupid Karens complaining and creating regulations stymying safe fracking in Saudi Arabia. Canadian oil is cheaper obviously if right now we are shipping it here from Canadia.
The Canadian source of the oil is more expensive because it is tar sands oil which requires far more work to access.
We could remove all environmental regulations and it would still be more expensive.
There is no reason to frack in Saudi Arabia because they just don't need to. The Saudi oil is state-owned, so they don't have to worry themselves with making a profit. So it's far cheaper to drill for Saudi oil and doesn't need to make a profit to survive the short term.
