That's probably a bit much but I think it's perfectly reasonable for states to enter compacts where they recognize certain licenses.

Id think the constitution mandates they recognize all out of state licenses, like how we do with drivers licenses.

Reciprocity of drivers licenses is due to all 50 states agreeing to do so. Surprisingly, the feds didn't have anything to do with it.
