Once again you don't care about facts. If a candidate withdraws and is no longer attempting to take office, they're out. Sure, the election could still be contested. But if Trump were to withdraw and not put himself forward for a contest Republicans would have to arbitrarily choose somebody else.
Even in the case of a withdrawal prior to an electoral vote, if a candidate withdraws, it's up to the party to replace them, as voters vote on their electors, not the specific candidate (think superdelegate form of selection).
The reason "if Trump conceded (withdrew) that Biden would be the winner" is completely accurate is because there has been no particular will or desire shown on the part of anyone to contest the election on behalf of anyone other than Trump. There has to be a contestant for there to be a contest, and nobody has stepped in or even hinted at taking that role.
