If you want carts returned, adopt the Aldi method. Carts lock into the line. You put a quarter into it, and you can pull out the cart. You finish shopping, put your groceries in your vehicle, then return the cart to the line. Once you've latched it in, you can pop your quarter back out and be on your way. Thus, any cart that is not returned, the customer has paid $0.25 towards the time required to make up for their laziness.

Edit: Note that there are NEVER stray carts at Aldi (or at least, none I've ever seen). If one customer doesn't return their cart, other customers will return the cart for the quarter. It's seriously the most efficient system ever. Germans did it right, on that one.
