What error rate would be acceptable in your mind? If you got a million ballots, how many "invalids" would be acceptable to you? Also, the stricter procedures you have, the more likely you are to disenfranchise people. How many people should be disenfranchised for every invalid ballot you want to find?

I know William Bradley, its a great old man and fun to be around and always a laugh. He votes a straight Democratic ticket every time. There is nothing to question about his legitimacy.
