Because Trump will literally avoid every question if he's allowed to, while Biden can largely be expected to stay on topic.

Court-packing is so contentious that FDR couldn't pass it, and Democratic articles are all over the place asserting that Biden will/must pack the Courts. Asking him for an answer, and admonishing him when he dodges, is normal, expected moderator behavior. Why can't they do it?
