I understand how he can stop payroll tax since the IRS falls under the executive.

I don't understand how he does anything else though.

This seems to be an executive power grab that dwarfs anything Obama did, so I expect all the Trump supporters who didn't like Obama's EOs to take issue with this (just kidding, I know you won't).

This is about the optics. In a way he’s inserting himself in the discussion of the benefits and when something does get done he can take credit for it. Decent political move with no downside.

Now let’s watch the D’s move. We either get “it doesn’t go far enough” talk or they oppose him because trump bad and must be diametrically opposed to whatever he’s for.

this is strictly on Congress and state governments. These particular swamp demons and government bodies demanding people and businesses to shut down everything. then they have zero plan to cover the shortfalls. you cannot demand things shut down (while i agree with shutting down in some form, but its turned into a total cluster) and then fail to provide continued monetary relief

Crazy. Apparently the governors could decline to allow the state to fund the 25% and stop enhanced payments via this executive order but I don't think that'll happen. If this stands it seems like a pretty expansive precedent to set.

Enforcing a law is different than funding something. Also, isn't the FEMA budget ridiculously small compared to the trillions necessary to fund this?

Now, the question is, who will challenge it and who has standing? I guess you could have Justin Amash challenge it in federal court. He seems like a good sacrificial lamb.

States can't just conjure money out of thin air like the federal government can, they have to balance their budgets.
I suppose there will be some legal trickery where Governors will basically raise equivalent $100/head taxes to offset the state $100 contribution, maybe even by explicitly payroll taxes, just to unlock that $300 federal funding

Right. The way the Trump administration phrased it it seems like the states have money sitting there from emergency relief funds earlier. I don’t know enough about any of this so I’ll have to wait and see how the governors respond to it.

Nobody got what they wanted and that's how arbitration works. Congress should have got it done and American's shouldn't be punished because of their ineptitude, even if they voted for them.
