It's a reference to Trump asserting the pandemic will abate when the weather warms up, similar to how the flu tamps down during the summer.

Coronaviruses in general thrive in colder months so there will be a temporary lull on cases during the hottest months.

If things are getting out of control before the summer it would be the chance to take serious measures to make it managable again...it would be a natural opportunity point. Im afraid people will see a lull of cases and think the threat is over and things will relax and create an even bigger Covid season next year, because that's going to be a new thing probably.
