honestly, i think if you put like a 20 year cool-down on such moves it honestly wouldn't be that bad. large states that dont do well for their citizens would slowly shrink until they get to a more manageable size of rural area surrounded by their capital hubs of industry. and the states that take on such counties would find themselves fairly overburdened. until we eventually reach equilibrium. maybe we could even make Illinois just equal Chicago and surrounding areas by border states eating up counties.
Apparently, some Virginians aren't to happy with recent gun laws passed by a now Democratic State legislature, among other things.
This caused WV to pass a law that allows any counties seceding from VA to become part of WV. Seems there's quite a few upset Virginians.
/e And as Goom pointed out, right before the Civil War, Virginia and WV were all one state. The southern sympathizers, became Virginia, and the northern sympathizers became WV.
