They existed in a literal sense but i wouldnt exactly call things like the fire depts or police depts we had back then effective. and the improvements we've made to roads with federal tax dollars post WW2 essentially made the USA a lasting super power.
imagine what the schools or police would look like in rural Alabama if they only were funded by property taxes and sales tax with some state taxes. it would be horrific. Alabama is a joke in it's standardized testing WITH federal funding, i shudder to think what it would look like without it.
but you're right many people dont realize the USA operated for over a hundred years with no federal income tax.
