I don't know how the EU will accomplish this, but it needs to be done. IF, for example, China decided to make a run on Europe... 20-some countries with different militarys, etc., would be fairly easy for China to overrun.
I think we are entering the age of super powers. The middle east (although they continually fight among themselves), do, through their religion, function as a unit, pretty much. China functions as a unit through govt. The US functions as a unit through govt, and the curious relationship of states and federal.
I said before, back when brexit vote occurred, that the EU needed to adopt a system more like the US... states/federal, but in the EU it would need to be countries/federal. Something like... The United Countries of Europe, under one over reaching govt. of w/e type, so long as they could function as a unit, when the need arose.
I think this is more or less what Macron is talking about. Treaties like NATO for example, can not be enforced. They are just promises. The EU needs something more binding, so it CAN act as a unit when necessary.
P.S. the US has no designs on Europe. IMO, the US wants Europe to function more as a single entity, for Europe's own good.
