That's usual how it goes. IIRC "suicide watch" requirements are quite lax and vary wildly from state to state when it comes to prisons. My guess is that prison guards don't have the same ethics as doctors. Let the criminals hang themselves and we'll just say we followed our guidebook and aren't at fault. God Bless America.
