To be fair, I think South Korean leaders were mostly just puzzled with Trump and had no real way to discern what eventually would happen with Trump but they probably should have realized Trump is just a flailing twitter puppet and the strings are still controlled by the neo cons of the GOP.

North korea able to carry missiles in submarines is tactically one of not -the- ultimate weapon, a "game over" for anyone claiming to have control or some kind of control of the area.
In waiting they put nuclear loads in their missiles, and in hope their range stays limited to asia sea as long as possible.
