you are wrong in regards to 'brutto'
while the 'arbeitgeberanteil' and the insure (aka 'berufsgenossenshaft') is a cost to the employer it is not part of what you state as brutto (the 'listed brutto income' in your words)
let's do a simple calculation:
for an employee who gets an income stated as 2,000 euro brutto, the 'arbeitsgeberanteil; plus 'berufsgenossenschaft' would according to your pie chart add up to 460 euro meaning that the employe'rs costs are 2,460 euro [ignoring everything else]
from this 300 euro (the 'arbeitsgeberanteil') is ~12.2% and the 160 euro (the 'berufgenossenschaft') is ~6.5%, so they add up to ~18.7% and not 23%
not going through the other calculations which would have to be made to correct the pie chart if one would work on a base of 2,460 euro as brutto income
you might be able to fool some with your pie chart but not all
good that you agree that there should be no 'inflation' component
one could argue about some of the other incorrectly listed items but methinks it's a waste of time

to make it clear for all, you are mixing apples with oranges and
your 31% is a severe understatement and should be at least 57%
