I think 20% is fine. It's not like 30% is a different "tier" of punishment per say. You wouldn't be elevated to 30% for something that you wouldn't be elevated to 20% for. All it does is allow slightly more breathing room, but repeat offenders will still hit 30% regardless.

Let's be honest, all it would do is delay the banning of people like godlessdeity and plasma by a few days, maybe a week at most.

I believe 10% is plenty of incentive for someone to stop being an ass.

I agree that the issue isn't warn level necessarily. It has to do with people gathering posts and PMing a mod directly. I've gotten 20% in a two week period of time from stuff I did over 2 years ago. What should be done about that?
