40% when the labour participation rate is 62%... not exactly a small percentage.

Trump has no idea what he is doing...As far as making peace with Russia/Ukraine he just following the plan on attacking Iran and middle east war plans most likely ... A few trying to rule the world like always .. Ukraine war was just to distract Russia from helping Iran..Ukraine was used and now tossed away like a used tampon
