Very well could be. It's all just rumors, but because of the lack of transparency people are speculating to try and make sense of it. That specific rumor seems to make sense of a few different points:
1. It allows the Pentagon to give its current message that they simultaneously "don't know what they are" and that they "don't post any threat". Meaning, they can say they're not a threat because they know they're ours; however, they can lie about knowing what they are so as to avoid panicking people in NJ and surrounding states about the potential that something hazardous has entered the country.
2. The drones are mostly seen operating between dusk to about midnight.
3. They've been reported every night for about a month now, with the exception of Thanksgiving.
Points 2 and 3 lead people to suggest that there's US operators behind them due to the 'work' hours and holiday gap. Point 2 is what makes people think they're equipped with some form of detection system that operates better at night, given that they're not really seen during the day--so, that's where the idea of operating outside of peak solar radiation noise is coming from.
