You missed the part where california receives 162 billion but PAYS 470 billion, a net difference of 310 billion.
1. How much they pay out doesn't matter.
2. I lived and worked in Cali (construction), for approx. 25 years.
3. Cali have TWO major problems... fire dues to drought and rain, like Noah's Ark.
4. They know they have these problems, but they disregard them when... building.
It rains in Cali for three months solid. Everything floods, houses slide off their foundations, etc. That's their winter.
In the summer, absolutely no rain. Everything dries out and burns.
This has been going on for 100's of years.
Then add to that... the earthquakes.
Do they learn? Nope.
And every year they grab the biggest piece of the Federal funds. Funds that could be used for real disasters elsewhere.
