He is correct in what he is saying.
The answer is yes and no. Slavery has never been ended. It exists in more prevalence today than ever. Mostly in Russia, Africa and other shithole regions.
The African Squadron of the Royal navy played a huge kinetic role in deterring and outlawing slavery. It wasn't truly until the American civil war that the process was catalysed.

The Louisiana purchase actually exacerbated the slave trade because of increased demand for slave labour.
