Admittedly, I have to read up on Project 2025. At quick glance it reads as Conservatives strategy to re-work Fed executive branch within scope of the executive branch departments based on scars from Trump term1.

A non-exhaustive list of things that concern me:

1. A distorted view of Article II of the US Constitution, framed as allowing the President total and unquestioning control of the executive branch via the "Unitary Executive Theory". Project 2025 wants to dismantle the "Administrative State" because there are several organizations that exist with a degree of independence from the President, such as the EPA or FDA, and Project 2025 wants to unify these organizations as directly under the President. This would be facilitated by reclassifying federal employees as "Schedule F" employees, which in-part means that that they can be fired without cause by the President. And presently, both Trump and Project 2025 have stated that they want to purge these agencies of the "Woke communists" that have infiltrated these organizations--in essence, to strip thousands of federal employees of civil service protections and to be able to fire anyone who does not share the values or heed the demands of the President. Trump reclassified thousands of federal employees to Schedule F during his first term, which was revoked when Biden took office, but remains a main focus should Trump win a second term. It would mean that federal civil service no longer primarily has merit or expertise elements for its structuring, but instead is built around ideological alignment and subordination to the President.

2. The formation of a conservative LinkedIn, which will create a database from which they can populate federal positions with ideologically aligned conservatives who would replace all fired Schedule F federal employees on Day 1 through Day 180. All individuals selected from this also go through the "Presidential Administration Academy" which is a training program that is meant to provide guidance on their role, how to effectively navigate bureaucracy, and to ensure that they understand that deviation from the ideological subordination to the President would constitute as grounds for dismissal and replacement.

3. To pull out of international climate agreements, to lessen regulation on fossil fuel industries, and prioritize the economy by pursuing fossil fuel industry more strongly in Africa. It calls for the federal government to stop collaborating with any agency that is engaged in so-called "climate fanaticism".

4. Taking away any protective legislation in housing, employment, or military service for LGBTQ+ people. They also view families being supportive of their transgender children's identity as "abuse" and subsequently believe such children should be removed from the home for child welfare reasons.

5. A desire to make pornography illegal, to imprison those who make and sell porn, to register librarians who have banned books within anything deemed in this realm as sex offenders, and to shutter any telecommunications company that "facilitate its spread".

6. Other main focus areas are to reinstate the Comstock Act, ban all reference of "abortion" from federal law, cut all funding to healthcare providers who provide abortion, Plan B, and contraceptive services, dismantle the Affordable Care Act, expand private school/voucher funding (especially those who use a conservative curriculum), and to instill supportive people into some of the highest levels of the DoJ and FBI due to a perceived weaponization of Marxist communists in these organizations.

The limitations on Presidential power are pretty clearly set out. The President is subject to voter control by way of a 4-year term, is bound by a two 4-year term limit, his actions are subject to judicial review, and Congress has the ability to impeach and remove a rogue executive far out of line with the general public. The essence of Heritage's argument is that there is no unelected 4th branch of government with authority to check presidential power. That responsibility is expressly with the Judiciary, Congress, and the public by way of elections. As Senate majority leader Chuck Schumer once said, "Let me tell you, you take on the intelligence community, they have six ways from Sunday of getting back at you.” To summarize Heritage's point in a nutshell, that's unacceptable. As for heavy left bias in federal bureaucracies, I think we're well past the point where anyone can credibly argue that these institutions reflect an apolitical meritocracy.

I think there's a difference, personally, between addressing the so-called "4th Branch of Government"/The Administrative State and the specific vision of Project 2025. If you take the ideas presented from point 1 in my post, that of the Unitary Executive Theory and the reclassification of federal employees to Schedule F (to the greatest extent possible), but inverted all instances of "conservative" and, say, "liberal", then it would undoubtedly be concerning to everyday conservatives if Biden/Democrats had their own Project 2025 in which they want to gut federal institutions and fill them with express loyalists.

Once people can step outside of their tribalism though, it should be clear that such a vision is concerning and an affront to democratic principles of freedom.
