Sure, that may be the case from Israel/US intelligence perspective but the site still recognized as a diplomatic location internationally. The concern is where the change in precedence will lead. Iran responded aggressively but ineffective. That does not change the precedence that diplomatic sites may be on the table for military targeting now. Well, theyve been hit by mobs and proxy groups, not so much by state govs.
If schools, hospitals, diplomatic sites are fair game we pretty far up the ladder.
I honestly don't think its a change in precedence from Israel's perspective. Firstly because essentially Israel and Iran are at war, by proxy and by forms of espionage and now even kinetically. And secondly because Israel would argue they didn't flatten the entire embassy/consulate for the sake of it. They targeted the IRGC commanders who were using the "consulate" to organise efforts against Israel.
Not saying that I agree with Israels actions but I can see their perspective. I can also see that the internationally norm is not to do that type of thing.
