The post-WW2 projection of Americanized democracy onto the rest of the world, an epicenter in europe and spreading outwards to africa and the east, has always been a farcical sham. The west wing had a pretty pointed episode about what it really means to build a democracy, that its not about the mechanics of the systems nor the trappings of formality, its about the shared civil spirit and agreement to participate and abide by a system of governance. A democracy only exists insofar as those subject to it agree to abide by the democracy. When a minority voice can say that they will use violence to subjugate the masses and impose their will upon them, when an outside force can manipulate and pressure the local government into becoming a vassal state- you don't have a democracy.
Democracy in Western Europe is a failing experiment, and in Africa and Eastern Europe its a joke. They're all more likely to lock up a political opponent than let them speak. A society that can discard its freedom of expression just to appease some violent minority, or to avoid 'hurting their relations with other countries' is no democracy. Its a country ruled by force, threats and outside powers.
