At the time of the attack, the teen was a minor, so I don't think he should have been tried as an adult.

Regarding his many mental and developmental issues: it's unfortunate that he suffers from them, but I don't think they should act as a get out of jail free card. Criminals should be held responsible for their crimes, they shouldn't be able to cry, "but I had a rough childhood" or "I suffer from a mental illness". It sets a bad precedent for all would-be criminals.
