I mean the people of Hawaii voted for this so I think the WEF using Maui as a laboratory for the 15-minute city with a foreign centralized government (even possibly AI based policy making) and no ownership of property is a great idea.

We will be able to see whether the concept is successful or not, how happy the people are there, etc. Are the citizens lab rats? Yes, but they voted to be lab rats.
