Can confirm this as a MN resident. We have been on a terrible downhill trajectory between MN statutes, license bureau, and enforcement agencies sitting on asses. Seems to have accelerated since Floyd and COVID, yet no one hitting the brakes on lawlessness. My anecdote was felon bought car from me then skipped title, neither license bureau or enforcement able to help with known felon with warrants out driving a unregistered car. Bigger question is why the hell was convicted felon out and about to scam citizens? Especially with violent rap sheet and his crazy ass mugshot.
Another anecdote from Rochester MN, juvenal with rap sheet attempted to jump my Uncle and steal is wallet in front his house. Uncle threw down and eventually got the better of the youth (17). After, city social worker assigned to the moron kid (and his parents) tried to play an angle my Uncle went after him, or other nonsense to not hold him accountable. This is a pearl of the state, Designated Medical Community and has same downhill slide.
Another anecdote, co-workers from out of state went to Minneapolis to enjoy the city life. Typical thing to do is go to a Twins game, hit the light rail, then go back to MoA or another stop. Apparently the light rail is sketchy AF. It's always been something to be situational aware on especially at night, but now its a total shit show all day.
Downhill we slide. These are just a few of many anecdotes. On the adult side, MN state policy is to not hold them accountable, let them out early, deem things 'civil matters' that are clearly criminal. On the youth side, MN state policy is to enable criminal activity and allege victims are criminalizing the delinquent youth.
