You can already do that as long as you aren't a place of public accomodation.
You can start invite-only businesses that don't serve black people, start clubs that don't allow black people, or whatever you want.
But if you are open to the public you have to be open to the public, because those black people pay taxes to maintain the street your business is on same as everybody else does, so if you are using the public you have to be open to the public.
