Sanctions are useless when they don't target the right groups. Cuba still trades with the rest of the world so sanctions don't mean much. DPRK sanctions don't matter because of the absolute state of control the country is under, and starving peasants can't revolt.
In Russia, where the oligarchs are powerful and will lose vast amounts of wealth from sanctions and a populace that isn't so poor they can't link up and revolt, sanctions have a chance at working if they are enforced everywhere.

Cuba isn't some hell hole like Korea is. They have medical infrastructure and such. They even created an interesting lung cancer vaccine and their own Covid vaccine. It's not as good of a standard of living as Europe, but it's not really a place I'd point to for efficacy of sanctions.
