police are cutting corners to meet their bureaucratic quotas to satisfy statistics. More arrests, stops, extra measures to "find" crime.
Many businesses especially big box stores are going to push for private security and police level enabling laws. (thanks blm)

Sounds like a problem with the policing system as a whole, especially since police budgets continue to increased YoY.
Correct on identifying the sensationalizing of big box store thefts though. Corporations 100% want to use police for security because it offloads the cost to the taxpayer which is better for their profits. Should almost make you think that it's less of a problem and they are pushing an agenda to scare people into supporting it.
