There's an above view, I'm not going to post because jsp mods would be on it like hotcakes, but I'd describe it as showing that the vehicle accelerating for a full block at least before it reached the crowd, then plowed through people at high speed in a dense crowd for the length of a block and then kept going. It swerved into people, away from the curb, at least once. I'd say that pretty clearly indicates a terrorist attack or otherwise intentional act, rather than accident, even of the drunk variety.

As of one minute ago, police scanner reports that at least one suspect is on foot and attempted to break into local residences.
